Here's an idea for a faction!

Faction: Celestials

The Celestials exist in a secluded city in the Forodwaith mountains known as Equinox. They wield an odd mixture of magic and steampunk-esque technology. The population is composed of Naga and humans. They exist in their cit above the cloud layer, with it's towers, cloud temples, clockwork workshops, and enormous library. From their fortress in the center of the city (which is composed of a bunch of linked towers) they can use magic to view the rest of ME. Their forces consist of human troops, iron golems, magi, and Naga warriors. They are known for having hidden land mines guarding the city and a flying balloon boat.

Style of magic: Animate that which is lifeless, firing green rays of pure destructive power, seeing that which is unseen.

Side: good

Skill: innovative

Faction: Lizardmen

The Lizardmen are a group of warriors and shamans isolated within their swampy temple-city of Verelisk. They are secretive and only recently discovered. They have a very Aztec feel to their architecture and culture. They are also obsessed with blood and death. Very tribal in nature. They are in this war simply to kill. Their soldiers include: Lizardmen, Salamanders (lizard wargs), Lizardman Shamans, Dragonflies. They hate and kill everyone, and have the numbers and cunning to do so.

Style of magic: their powers don't kill so much as debilitate. Poisons, illnesses, slowness, weakness, nausea, fatigue, and the like.

Side: themselves

Skill: mad battle frenzy

Here's one:

Cyro People

Lives in an area like the Forodwaith, can use and does use ice for everything. They thrive through the farming and cultivation of iceberg lettuces, cucumbers, and frost-wheat.

Style of Magic: Ice for all

Side: Good

Skills: Can walk on ice without slipping

k sorry for not clarifiying this is not in ME  just a magic land surronded by an ocean the bad guys are in the west and noble good guys are in the east

maybe it will be like ME but only the part west of the misties

Well in that case, the Celestials would be in a super high mountain range, and the Lizardmen would be in a swamp.

Faction: Dune Order

History: Living in the deserts to the southwest, the men and women of the Dune Order have long been isolated in their desert homes. They worship the ancient time goddess Telrea. The Dune Order has long searched for knowledge in the sacred art of Chronomancy so that they may reverse the fabric of time and prevent the ancient death of Telrea. They have recently received information that leads them to believe that the world outside the desert may have the answers to Chronomancy. They ahve begun their march into northern and eastern lands, seeking to slay all those who stand between them and Telrea. 

Side: undecided

Magic: Moderate Chronomancy (able to reverse time in simple ways and rewrite minor misdeeds), Powerful Control over sand (not sure of the term for this)

Skills: Control over Time, Agility, Good at Survival
