Sure we do know that the Orc of the Misty Mountains allied with Wargs, so do Isengard. But Mordor wargs? I have no memory of them. I read the entire book and there is no one single word mentioned their existence.
I found an awesome answer on this topic:
“ | There are a number of reasons why Sauron did not have orc cavalry in Mordor:
1) Wargs dwelt in the woodlands of central Middle-earth. There were no forests in Mordor thus nowhere to breed, raise and train significant numbers of wargs. 2) The vast majority of battle orcs of Morder were Uruk-hai ("... black Uruks ..." as Gandalf called them). They were much larger than the warg-riding orcs of the Misty Mountains and wargs wouldn't be able to carry them fast or far, if at all. 3) Orcs would rather eat horses than ride them. They are recorded as having captured some horses from Rohan -- ones with black hides for use as steeds of the Nazgûl. But orcs lacked the ability to tame, nurture and train horses for use as cavalry. 4) Sauron already had a contingent of cavalry -- the Variag riders of Khand. But they proved fairly ineffective during the Battle of the Pelennor Fields. | ” |

I summed up some reasons that there are no warg in Mordor:
- It’s same as what Thomas said, the main geographic character of Mordor is wasteland and plateau that is unsuitable for predator even the evil creatures like wargs. I think wargs didn't really need to dwell in the woodlands, because wildernesses like Eriador and Rhovanion may also be a good place for them.
- The main enemies are just located in the doorway of Mordor. Whatever Gondor or Rohan, there is only one river between Mordor and them. So Mordor had no need for long distance fighting. Therefore, Sauron didn't breed wargs in Mordor.
- See Thomas's second point.
- See Thomas's third point.
- Thomas's forth point is make a great point here: Sauron has raised lots of folk of Southrons and Easterlings, and I believe that he do it on purpose. There were Wainriders in the past and Variag riders of Khand.
Let’s talk about the mod
Currently, Mordor included every features of factions with Orcs like spider of Dol Guldur, the best trolls, the best Uruks, the strongest armours, every recipes that others have… There is nothing wrong about that situation, but I believe each factions should be more unique and have their own characteristics and weaknesses. If Mordor wargs are removed, it’s always easy to a Mordor player to hire the fastest wargs from Gundabad and the decent horse cavalry of Near Harad and the Variag riders of Khand in the future.
