Well Dwarves, as said in the novels, are very strong for their size. That is not my only point, however. Additionally, the weapons can be scaled to match the stature of the Dwarves (I know this is possible because of the huge size of the weapons wielded by the Balrogs, and if they can be scaled upwards, they can also be scaled downwards as well). Also, they can be rendered so that they are held some way up the handle, not at the very tip which could create balancing issues. I know that is possible because of the fact that polearms in the mod are held somewhere in the middle. I will try to demonstrate my methods by using these textures in the mod once I figure out how to get the code decompiled.

They can be scaled down, but that scales everything down. The heads are the right size because, as you said, Dwarves are strong for their size. However, strength doesn't let them balance things better. They need extra hands, or longer arms to reach different positions on the handle, for that. Or weapons specifically designed to be easily balanced, like the existing Dwarven weapons appear to be. And there is no point in having such a long handle for things like a hammer or an axe if you are just going to hold it in the middle. A long handle for Polearms being held in the middle makes sense. You can dig the other end into the ground, creating a hard defensive barrier in things like cavalry charges. However, an axe or hammer with a long held-in-the-middle hammer is just a tool for bonking people next to you in the head with a handle. Also, is there a practical reason for the holes in the Red axehead? They would lighten it, making it easier to swing, but in an axe that isn't a good thing. Axes need a heavy head weight to penetrate armour and the like, as they are designed to be a crushing-stabbing mix, not a primarily stabbing thing, as swords are.
