I see no use whatsoever for this. If potion brewing is disabled, the only way to get a potion would be from an OP or someone in creative mode. This implies that the whole purpose of this suggestion is to prevent 'cheating'. I don't believe that preventing 'cheating' should be part of a mod, but rather up to server staff (or if you're in single player, you're free to play however you like). After all, for the case described above, it is the fault of the server staff that this 'cheating' happened in the first place.
Note: I used 'cheating' in quotes because if a player has access to potions, I assume they have the responsibility to use potions in a fair and non-abusive way. The 'cheating' I refer to would be potions being intentionally used by an OP (or creative mode player) or given to another player by an OP (or creative mode player). I wouldn't consider this behavior cheating, but some might, that's why I used the quotes.

You know what happens when you put a bed in the Nether dimension, right? It explodes. Water doesn't work either. So, if one day Mevans decides to make potions unusable in the Middle-earth dimension, a sudden torrent of green particles coming from your, uh, mouth (puking works better, I guess), would be kind of a funny effect.
