If you're defending Gondor/Mordor/Rhudel wouldn't you bring more than just three or four arrows?
My suggestion is simple - archer NPCs drop 8-12 arrows instead of just 1-4.

No way. Those drop stats have been tuned to ensure overall gameplay balance. I believe they're just fine as-is.
I don't see how it's unbalancing. It's quite easy to run out of arrows on hunting missions, and even in the books Legolas was scavenging for spent arrows in several battles because he ran out. Since you can't get the ones they shoot, they should drop more tbh.

Arrow availability - arrow damage - arrow cost: all related. If arrows would become more easily available from shooting archers/elves, I would propose to reduce the effective average damage they do, assuming the chance of hitting a target is actually much smaller than minecraft makes you believe.
If you'd wanna follow through on realism regarding mod drops, there are more obvious ones to tweak and tune, like undead carrying entire metal ingots in their pocketses.
To me, the solution is to either increase the number of arrows dropped or allow you to pick up NPC’s arrows. I think the latter would be better.

Or maybe make it more common for NPCs to drop their weapon than for their bones to pop out of their bodies.
Very true. To balance picking up NPC’s arrows, make it so that arrows have a chance to become broken when shot. They would need to be fixed with sticks on an anvil. Do you can pick up arrows, but not all are usable.
Are we trying to make this balanced or realistic? Vanilla mc, balancing was a problem, but this? It might be harder, but better to give NPCs a set limit on how many arrows they can fire. And, really, what is a few extra arrows against the hirdes of mordof? They keep respawning anyway, so I don't see how this needs to be balanced...
