Most dwarves smoke, have they all had dealings with the Shire? Gondorians smoke, and pipeweed even grows in Gondor, yet they knew so little about Hobbits when Merry and Pippin came that they didn't even know that they were called Hobbits. But surely they've had contact with the Shire! If it's hard to obtain a non-faction-specific item just because of you're faction's allegence, it should be changed, especially something so universally used as a pipe. Nobody said "We need pipes to be everywhere because FT cooldown" as an argument, we just used it to explain how annoying it would be for anybody east of the Misty Mountains to get that simple item.

What?? So just because I think that, since I want something we know for a fact that people so far as Gondor used to be more easily obtainable to all factions, I suddenly want everything to spawn everywhere? Bruh, do you know what a "strawman argument" is? Because you basically just redefined it.
Bottom line: Weed is smoked in almost every corner of Middle-earth, and as of now we can only find it in the Shire. I think it would be completely reasonable to be able to find them as far as Gondor and maybe even Harad.
