Because gondor already has many enemies present in its sphere of influence, such as mordor and harad. Rhudel has no enemies near it, so it has to have spheres at its enemies major maypoints. Also, Rhudel invades Gondor, but Gondor doesn't invade them, so why would gondor have influence in a place that is practically a mystery to them?
And to "you know this because...?" if it were not intentional, Mevans would have fixed it in one of the several updates we've had since the alignment system was added. It was coded this way, therefor it's intentional.
