I’ve been wandering around the lone lands when I noticed I haven’t seen a single ranger at all. Only the captains at ranger camps and the two rangers in the watchtowers.

I thought rangers could spawn in eriador and the lone lands, is that not true?

I think they do, but at drastically reduced rates. You'll be lucky to find a lone ranger in the lone-lands.
