I kind of agree. However, if Gundabad Orcs are removed, there must be some sort of alternative, because they serve as a quick faction for evil players to join (much like players can quickly join the Hobbits or Rangers of the North).
Rangers in Ithilien and the Lone-Lands are not too numerous, according to me. Ithilien invasions should be hard to defeat. Faramir's company was able to take down an Ouliphaunt and some Southrons with ease if I remember correctly. Also, the Angle should be protected, because that's the one place the Dunedain can peacefully live. You'd think they'd protect it,
Back to the topic, I'd suggest adding Mountain Orcs or Northern Orcs (are those planned?) or something instead of Gundabad Orcs. There must be some Orcish power in Eriador.
Angmar is too populous. But I think there should still be some remnants of the Witch-Realm. After all, with the low numbers of the Rangers it's unlikely they could keep a good watch on Angmar. Sauron wasn't able to re-establish the kingdom, but there could still be scattered bands of Orcs somewhere in hiding.
