It's true Isengard is an overpowered faction compared to others. I don't say the same for Mordor because black uruks are balanced. Effectively, black uruks are among the strongest NPCs but they are balanced thanks to the very high-alignment cost and the pledge which constrain the player to tie himself to the Mordor. And Black uruks are pretty rare.

Not like Isengard. This faction gives you troops with the same level of Galadhrim warrior without pledge, accessible to every evil players then. To sum up, they are virtually free. And I don't even talk about the berserker uruks who easily spawn in throng in the rohan. Rohirrim have absolutely no chance.

I never played Isengard and won't ever. It's too easy to play Isengard. This faction is not interesting, personnally. I'm agreed. Isengard definitely needs a nerf.

I do agree that they are rare and hard to get, But no orc should EVER be able to be an elf unless it was like the great goblin from the hobbit or the orc chieftain from Moria

Or maybe a lightly armoured elf

The best thing to do would probably be to add "Uruk Hunters", like the one in FotR. Weaker Uruks with lighter armour, but carrying swords and being able to switch to bows. These Uruks would be the more common ones to spawn outside of Nan Curunir, and wouldn't spawn as frequently. Then of course the spawning of Uruk-Hai will need to be reduced. Maybe a Pledge will be required to hire the bigger Uruk-Hai.

Just my two-cents, but this is the best way in my opinion, thought its partly inspired by Edain Mod for BfME C:
