Safe Regions
There should be regions that the headhunters of certain factions can't enter. They would wait outside the border of that biome and start hunting you again, if you left it. A region can only be a safe region for a faction if the region is highly protected by that faction and if it is difficult to enter. So mordor would be a safe region for evil factions, but the lone lands would not.
Safe regions for evil factions:
- Mordor
- Umbar
- Rhudel
- Isengard
- Dol Guldur
Safe regions for good factions:
- Rivendell
- Lindon?
- Lothlorien
- Woodland Realm
- Pelennor Fields
- Erebor
- Iron Hills
- Shire
- Fangorn
- Dor-er-ernil
- Blue mountains
If you are asking yourself:"Why would one need save regions?", let me tell you Boromirs answer:"One does not simply walk into mordor."
It would also help players avoid having to fight these headhunters. Wich brings us to my next point.
Time Limit
There should be a limit on how long the hunters can chase you. After that time the headhunt will simply end. That could be configurable in the configs or controlled by the difficulty.
Achivements
I would include two achievements.
One for hiding long enough so that the hunters stop hunting you called "Get of the road!". The name is a reference to FotR.
The second one for killing all the hunters. I have not found a name for that one.
Loot
I would not give the hunters any special new gear. I would give them their faction gear with twice the amount of HP. They would drop a lot of money instead. I would think about 2k or more in total.
Config
There should be an option to disable headhunts like there is for invasions.
There could be an option to change the amount of hunters.
Fast Travel
When the player fast travels (and the player is getting chased), the hunters would teleport in the direction of the player but only so far that they are the same distance away, before the player fast traveled. An example: the player is at 0, 0 and the hunters at -2000, 0. The player fast travels to 2000, 0. The hunters would be at 0, 0.
That would make it more difficult for the player to escape them on a trip.
