Maybe a feature for the map? Maybe this cloudy texture is supposed to imitate the inexplored territory ? Maybe ? To give to the map of Middle-earth a more mysterious aspect. I guess...

Could you elaborate more on unexplored territory?

If they mean what I think they mean, which is a Fog of War type thing, where only explored parts of the map have colour, (E.I biomes you've been too) and everything else is hidden, that could actually be kind of cool (though only if its Toggleable).
