Cocoa beans can be found in Hobbit structures, most often in the pantry of Hobbit Holes (in my experience).

You can find them in the far Harad Jungle, although as Old Forest said above they can be found in the shire as well. I f you want a tip for getting through near Harad I think the best solution to save time is to fast travel to a waypoint as far south as possible and by the water that isn't restricted, and go by boat to a region further south. My suggestion is fast-traveling to Umbar and sailing to the corsair coasts, then going to the cedar-woods waypoint and get to the far Harad mountains/grasslands. You could possibly just make a run for it from the beginning if you want to save time.

Thanks Thenewguy, since I need to farm the cocoa, I decided to head south, since if I remember correctly, the beans need their own kind of wood to grow on.

As far as going far south with being a gondorian i would utilize waypoints to unlock regions and once you get far enough south the taurethrim are friendly and they will be the faction controlling the jungle
