It says they explored coastlands into the Far South. Could that mean Umbar or could that mean also the Dark Lands? I guess it could be both.
But if you go with the canon of middle earth. Some say that the Dark Lands are known as the Empty Lands, in which case, no record of any inhabitants exist (possibly Ungoliant destroyed them all? If she actually went here).
So the best canonical plot device would have to be that Numenor established prison settlements on the Dark Lands for slavery. That is the best I could come up with anyways.

Discovering =/= colonizing.
This is true. Canonically speaking the tribes would just be slaves left over from the Numenor colonies. They would be of all races of men. But they would function and fill the role of aboringes, polynesians, and other island tribes (like New Zealand).
I know Altogre and Aesti will make this as good as possible. But the so called power and warriors of this land would be really like the dunlendings and lossoth by comparison.
The Numenoreans were not specified to have colonized anything other than western Middle-earth. Which includes Harad in this instance.

Nothing in Tolkien's work is directly based off a thing in real life. Tolkien hated allegory. Númenorean craft is long gone and should not be craftable.

3 - Find new names

He wrote enough for the Black Numenoreans to have died out. To say that the Duinhoth and the Falaswatih are a bit far-fetched is an understatement.
