There are at least two server who got the entire LOTRmod item and block system configured for MCMMO by now. I'm quite certain WOTRMC and AncarCraft (nearly or totally) completed this. You may wish to ask their staff for help.
You can post a request for an edit in the comments section or make an edit yourself. The editing is restricted to users with an account that has been active for a certain minimum period of time though, iirc at least one week.

If the mod that creates the additional mobs does not provide a way to define in which dimensions other than the Overworld those mobs should be spawning, there is no other way to get this done using other existing mods that I know of. You would have to request a coder to produce a special patch/addition for that purpose. This is a well know issue with many mods that add things to the Overworld but do not have any means to make their additions generate or spawn in other dimensions.

Assuming that is the case, the answer is quite straightforward and lies in the definition of evil. In my view evil embodies those 'morally evil' traits in mankind, or any other sentient bipedal species fwiw, that alienate evil from what the average human, elf, dwarf or hobbit could consider 'normal' or 'morally good'. These are typically expressed in the main manifestations of antisocial personalities, also known as the dark triad: machiavellianism and narcissism and psychopathy. These comprehend specific traits like 'lack of empathy', 'lack of morality', 'selfishness' and 'remorselessness'. Such traits (or 'qualities') can offer any warring side a massive boost over others. In times void of war such traits obviously will not contribute in any positive manner to the well-being of societies. Logical consequence is that people or even communities, clans, parties, societies cherishing such traits thrive with the presence of 'war' against any imaginable foe in any form. They even need 'war' to justify their 'moral justice' connected to feeding these traits and the related behaviour expressed to 'fight their foes'. Absence of foes, through denying them to people with such traits, can be very effective in surpressing their expression.
