This is not needed anyways imo, as this would unbalance gameplay. There are many civilians, and less soldiers. Civilians are easier to kill, which would make it easier to gain alignment.
Ok, first off, he is not saying soldiers don't matter, just that they die in war, and that is common. Second off, there are not more civilians than soldiers, they only live in settlements, while soldiers are all around the place. Civilians should be minus two when you kill them, because soldiers are everywhere.

I would say Lorien, but I am a bit biased (being a Galadhrim elf). Plus, Lorien does not have anything but tree houses, so I am gonna go with Gondor. Gondor is really massive and I love the towns. I could spend all my time in those white cities with the green fields and forests.

Live in Gondor, you can take up any of those jobs you mentioned. If you find a town, stay and destroy the carpets inside houses; some of them have chests containing valuable loot. I would be a merchant if I were you, I love to travel.
