I've heard Genstructures is just a bunch of stolen builds, so I personally would stay away from it.
I'd argue for no buff to Mirk-Trolls unless they remove the poison effect they give. It makes them even more dangerous than Ologs imo.
Despite this, good has other issues other than whats stated above. Regarding the tauredrim blowgun, The blowgun's damage is so little that its draw speed does not make up for it. The tauredrim blowgunners dont even shoot that fast and far, making them a useless troop that is outclassed by even hobbit sherriffs.
Speaking of hobbit sheriffs, the slingshot needs a rework. It does not feel like a slingshot. It feels like im spamming deadly eggs in skywars.
Reason why people think of evil being stronger is because of the Uruk sets. All of Gundabad, Black, and Isengard Uruks all have dwarf tier armor and weapons, with the Isengard bezerkers even having a sword stronger than dwarf, and very cheap to craft. In addition, evil also has all sorts of Trolls and bomber units, which good doesn't really have a counter part to. (Huorns are not as powerful as Trolls, imo)

Have stone be the background elements, with support pillars and decorative design as Dwaven blocks.

Yeah, it's too monocolored. Adding some normal stone material could also work well.
This would make building pointless. Imgine speading hours making an awesome base, only for some idiot to do this. No-one would bother putting any time or effort into builds.
Crafting recipe for it would be pretty simple, just a Dalish Longbow with a empty paper peice. Other patterns could be more difficult to find something to craft them with though.
I'd say a Boar is much more practical. For one, they're small, so they don't get hit as easily, and can go into one block wide areas. Also you can see using them, unlike the Elk, with their stupidly large antlers. Boars are probably faster. Fastest mount period is probably either a Rohan Horse or a Mirkwood Spider though.

Yeah, but that just makes the game more tedious and hard with no real pay-off. Who wants to spend an hour trying to get a stack of fish in a video-game?
One special case here is the Rhudel Fire-Throwers. They have daggers as a balencing effect. Imagine if you were getting pelted by fire-pots, and then when they get close they pull out a pike or a battle-axe! It simply wouldn't be fair to the opposing side. Other than that I agree that daggers should be minimally used.
There's already a block/entity thing for this in the game; you can only see it in creative though. Being able to buy it at a high tier may work, but I think something like this would be best if it came with other functionalities like custom traders and such, which I believe they did say they have thought about in the Q&A answers.
I kinda like the 1.13 fish. They're big enough for me to hit, allowing for much better fishing. I hated it when they down-graded the horses, so I completely agree with you there.
Then it was probably a situation where it spawned as the middle of a village, but was in an area where none of the other structures had space to generate, like a forest or something.
