As long as you turn Alignment Drain off in the Config, it is possible.
However, it will take you a seriously long time, as you can only get alignment through Mini-Quests.
You need +50.0 Alignment with them to stop them from attacking you.
I'd suggest lurking around the Vales of Anduin near the Wood Elves Sphere of Influence and killing Gundabad Orcs or hunting Mirkwood Spiders.

I'm playing survival on the latest Classic Version, allied with all the Good Factions. I've seen Gondor NOC's (mostly Levymen) spawning in Rohan, Dorinion, Rhúdel and Far Harad Savanah.
I have no idea what's causing this. Anyone know?

As the Mod is right now, it's mostly perfect.
Few Minecraft Mods have reached this level of effort and detail. It's astonishing work, and the developers should feel very proud.
This is indeed very confusing.
I believe that Alignment drains only if you have positive alignment with a Mortal Enemy of a Faction that you also have positive alignment with.
Rohan is Friends with Dale, and Dale is Allies with Durin's Folk. Maybe it has something to do with that?

I'm not sure how true it is and I don't have all the information so don't get your hopes up.

Where has this information been all this time...? Honestly I feel like this kind of news should be posted on the Wiki...
We simply don't know what's going on. If someone (like the Wiki Staff for example, or those guys over on Discord) know, then they aren't telling us.
If there's no news by the start of next year, the Mod is most likely dead. What happens after that is anyone's guess.
Looking at the popularity of the Mod, it's highly likely someone will take over development (probably without permission) in the next year or so (if they haven't already started).
Overall, the Mod's future is looking pretty dark, but, in the words of Faramir: "I do not believe this darkness will endure".
