You make some fair points, and I certainly agree on this: any form of change is unlikely.
That being said, I'd still very much enjoy to see Isengard become a secretive nation who are preparing for war--something we really don't have yet and could be quite fascinating. The players who want WotR Isengard can always lead huge armies into Rohan on their own expense, or perhaps we could even make the feature toggleable.
At the very least, the spawning of Orcs in Rohan needs to be seriously nerfed or removed as well, and I don't think that will cost players any WotR immersion. For about five days in the War of the Ring were Uruks running around Rohan. Prior to that, they did not cross the Isen. Their place could be taken by occasional Dunlending invasions in the Westfold.
