Okay but the addition of blocks that could counter the fire will no doubt be added by the same occasions (it would also add importance to the soldiers that can be engaged) Examples:
-different types of wood more or less flammable (which will add utility to the different woods already present)
- soldiers who could put out the fire (when they are put on guard at home)

When you mentioned soldiers putting out fire, do you mean new ones or just regular ones. Because I think it would be good if regular soldiers grabbed like a bucket and then tried to put out a fire. And there could be a random event where it picks a number from say 1-10. If picks like 1-5 then it spreads, and if they try again it picks from 1-4 and so on. Of course I don't know much about coding so ...
I am not sure to understand your comment ... To summarize ; enemy soldiers arrive and ignite a building. The guards are looking for the nearest water supply, take out their buckets (which the player who hired them gave them beforehand) and start to extinguish the fire (I was thinking of a new system that would not spill sources but would moisten the block on which it is applied, spewing the spread and the new inflamation of the same block)
I still think that the idea of coddage is to think well
If they start fires and stuff, than they should probably target gates and stuff
