Yes, Mumakil (=Oliphaunts) were planned ever since Harad was added but the main problem is the huge size. Big mobs cause many problems and glitches. Another problem could be the multiple riders as the vanilla riding system only allows one rider per mount (or to be precise, one mount per rider and not one mount for different riders).
