Hay bales were a block in early versions of the mod, from Public Beta 1 through Public Beta 6 (inclusive). They were very much like the current vanilla block of the same name, but without the horse-feeding functionality.
They were removed in Public Beta 7 as the Mod updated to Minecraft 1.6 which included its own hay bale blocks. This is similar to the now-removed sugar lumps.
