Hobbit windmills can be found in the Shire. The structure is composed of wood, wool, and clay tiles. It has room for two levels, which are connected by a ladder.

The first level contains several hay bales and torches for illumination.
The second level includes a bed, Hobbit ovens, a crafting table, bookshelves, a cake, a barrel of drink (type varies), and chests. The chests may contain food items, as well as books, string, pancakes, etc., similar to the loot found in in Hobbit holes. Above hangs a chandelier. Some even say that the millers produce a unique, low quality kind of alchohol.
