The circle of Isengard is a major structure added in the Beta 26 update, it is located in the Nan Curunir Biome and is quite simply a large stone brick wall about 30 blocks tall with 1 gate surrounding the road going north to the Isengard waypoint.
It is widely held as the first major structure to be added to the mod. It also has no loot whatsoever and is presumably there for looks, however it might be a test for future structures.
