Bureaucrat is the position above admins currently occupied only by two users, all of which are part of the Mod-team. Bureaucrats posses certain abilities which administrators do not, most notably the promotion of admins and content moderators.

Thorin11 (Yorick): The original bureaucrat for this wiki, Thorin11 has been in-active for many, many months and no longer actively takes part in the wiki.
Glaerdir (MG): Glaerdir is the current bureaucrat of the wiki, following the departure of Mevans. He is not particularly active, however he is occasionally present to perform actions such as promotions.

LOTRMod (Mevans): This position is held exclusively by Mevans the creator of both the wiki and the Lord of the Rings Mod. This position grants all the same abilities of a bureaucrat.
