We all know that Slaves of Harad are either of the kin of the Moredain, the Gondorians, or are of the Near Haradrim. Slaves of Núrn are... well... Slaves of Núrn and of their own kin. The slaves of Harad are loyal to their own faction... well the Gondorian slaves are not, because they will not attack their captors. However, enslaved Haradrim and Moredain will fight for their captors, as Near Harad and Morwaith are allied against Gondor. But Slaves of Slaves of Núrn do not fight unless attacked. I say if you have negative (-) alignment with the faction a slave is loyal to, there is a chance the slave will revolt. If one slave revolts, other may join in. Slaves loyal to their faction (Moredain and Haradrim) will fight those who revolt. All in all, it will cause a big fight. "How does one resolve these fights?" you ask? Use the whip! It is like a Balrog Whip, but it deals zero damage points. That is less than your fist. However, if you hit slaves who are fighting, it will make them stop. Whipped slaves will not be able to work for five seconds after one beating, but whipping them more will restart the timer, but will not add to it. Whips are crafted with a line of leather running diagonally from the bottom-left corner to the top-right corner. It will have, however, a stick in the bottom-left instead of leather. A whip can be upgraded by adding bronze ingots. The recipe for this is a whip in the center and up to eight bronze ingots around the sides. You can add up to eight bronze ingots, in the same recipe, or in multiple stages. Using an upgraded whip will start to decrease the chance a slave would join any fight by five percent. (This does work with Slaves of Núrn as well, but they will be fighting Orcs, not other claves.)

I’d say that the whip should deal 1 or 2 damage. After all, being whipped hurts (which is why it was used as punishment). It should also make mounts gain a temporary speed boost. It should also stop Orc Skirmishes.
