Has anyone else found Isengard Uruk-hai spawning naturally in Orc Dungeons in Ithilien alongside Mordor Orcs?

I'm just wondering if this is some kind of bug, so that's why I'm posting it here. I mean, those guys aren't supposed to be here, right?
