I noticed some NPC's giving mini-quest without "!" above their heads. Sometime it appears on them, sometime doesn't. It's a bit confusing when you just want talk to a NPC and instead to speak, gives you a quest. Did anyone see it either ?

No but sometimes i notice the exclamation mark above their head when they don't give quests
