Wicked Dwarves are merchants added in Update 35.2, they are found wandering the ashen wasteland of Mordor. They spawn in a manner similar to Half-troll Scavengers, and Dwarven Miners, and were implemented so that players aligned with Evil can reforge their mithril tools, armor, and weapons.
Behavior
Wicked Dwarves will randomly spawn alone or in pairs in biomes controlled by a number of Evil factions, including Mordor, and Angmar, they will despawn after being left alone for a period of time, similar to Dwarf Miners and Half-troll Scavengers. Wicked Dwarves will not attack unless provoked. If they are, they will wield a dwarven sword, battleaxe, or warhammer.
Trading
Wicked Dwarves will only trade with players who have +100 alignment with Mordor, Angmar, Gundabad, or Rhúdel. Their services will be refused to anyone without one of those requirements.
Their wares for the most part consist of items you'd see sold by any other dwarf, including Dwarven armor, weapons, tools, and then a number of various Dwarven bricks and other building materials. Additionally, they do sell Dwarf steel ingots, and Dwarven ale/tonic.
Upon trading with a Wicked Dwarf, the player will unlock the achievement "Alliance of Rogues."
